Andhra to pass historic bill on Thursday to reserve 75% private jobs for locals

The YSR Congress Party (YSRCP) government will pass a first-of-its-kind bill on Wednesday in the Andhra Pradesh Assembly paving way for employment quota in private sector. The Andhra Pradesh Employment of Local Candidates in the Industries/Factories Bill, 2019 was introduced on Monday to fulfill the poll promise of reservations in private jobs for locals. 

According to the act, private industries, which are a direct beneficiary of state government’s schemes and policies, should ensure that not less than 75 per cent of their employees are locals. Another objective of the Bill is to provide training to eligible candidates hailing from the region where the establishment is set up.

According to the government, this move will mainly help land owners who part with their land during acquisition process for development. 

Once it becomes an act, industries which have entered into a Public Private Partnership (PPP) will have to implement the rule. In case the private managements fail to find suitable candidates, they have three years time, from the commencement of the Act, to collaborate with the state government to train and engage locals. The rule will apply to even industries which have been set up in the past.

To make sure that employers follow the rule, it will be made mandatory for every industry to submit a quarterly report on the appointments made by them. A nodal agency will then verify and submit a report to the government. Those who are found violating the rules can be penalised.

Once it becomes an act, Andhra Pradesh will be the first state in the country to introduce reservation in private jobs. Recently, Chief Minister of Madhya Pradesh, Kamal Nath, said that his government was considering a law to ensure 70 per cent of locals get employed in private sector.
