An auto driver in Bihar was found for not wearing a seat belt under the Motor Vehicles Act. Though the vehicle does not come installed with a seat belt, the driver was made to pay challan for the minimum amount, that is Rs 1,000.

According to the station officer of the area, the driver was, in reality, caught violating traffic rules in Saraiya, Muzaffarpur. But, the challan was issued for not wearing a seatbelt so that the driver would have to pay the minimum amount under the new Motor Vehicles Act.
Since the MVA has increased penalties for various traffic violations, Traffic offenders in various states are being slapped with fines. The provisions of the MVA were amended last month and was implemented in many states from September 1.
