In a serious allegation, Jammu and Kashmir DGP R.R. Swain said that the mainstream political parties in the Valley had cultivated leaders of terror networks to further their electoral prospects.

He also accused the mainstream or regional politics in the union territory of helping Pakistan infiltrate into all important aspects of civil society.

The officer was addressing students at an orientation programme at the Indian Institute of Management at Jagti in Jammu.

"Pakistan successfully infiltrated all important aspects of civil society, thanks to so-called mainstream or regional politics in the Valley. There is ample evidence to show that many had owned the art of running with the hare and hunting with the hound, which left both the common man and the security bewildered, frightened, and confused,” he said, reported ANI.

The DGP said while the elimination of new recruits in terrorism was allowed and tacitly encouraged, those who facilitated recruitment and arranged finances were never investigated.

“SP rank officers were arrested and put in jails alongside terrorists, for crimes they had never committed. The drowning of two girls in 2014 was allowed to be hijacked by narrative terrorism, which held the Valley at ransom, hartals, and rioting for many weeks. A very detailed investigation by the CBI and verified by AIIMS forensics proved it was an accident," Swain added.

Talking to reporters later, the DGP said that the new infiltration techniques being used by terrorists to enter the state from the Punjab border had been discussed at an interstate security meeting.

"Some infiltration is taking place (through the borderline in Punjab) and it is commonplace knowledge. We tried to deliberate between ourselves as to the new methods and the modus operandi they are adopting," he said.

On the increase in terror attacks in J-K in the recent past, he said that though the terrorists are not many in number in Kashmir, it does not define the situation because they are unaccountable entities.
