Delhi IAS coaching centre flooding deaths: Student complained about Rau's basement library in June

The complainant had sent two reminders days before the fatal basement flooding

A day after three IAS aspirants were killed following waterlogging in the basement of Rau's IAS Study Circle in Delhi's Rajinder Nagar, it has been revealed that a complaint was lodged on the Public Grievance Portal against the use of the basement as a library on June 26.

IAS aspirant Kishor Singh Kushwah wrote to the Centre, the state and the Delhi municipal authorities, complaining about how the basement library was operating without a no-objection certificate. The Municipal Corporation of Delhi had given permission to the the basement for parking and storage facilities.

The complaint, which was addressed to Karol Bagh zone building department executive engineer Kumar Mahendra, alleged that a "major accident" is awaiting the students and staff who use the library and sought stringent action against violators. It has named several civil service coaching centres in Old Rajinder Nagar and South Patel Nagar.

“Despite not having permission, they are running a classroom without NOC in the basement. They are running test classes, which are affecting the lives of students and staff. There is a possibility of a major accident," it read.

Two weeks ago, Kushwah sent a reminder to the authorites on July 15, followed by another a week later on July 22. "The responsibility for such incidents lies entirely with the administration. The government should take appropriate steps and take concrete action against such establishments," he said.

This comes after Delhi High Court asking the MCD and the Delhi Development Authority to immediately close down IAS coaching centres that violate fire safety norms.

The officials had earlier sealed 13 illegal basements of coaching centres in Old Rajendra Nagar locality including  Guidance IAS, Easy for IAS, Topper's Academy, Dainik Samvad, IAS Gurukul, Chahal Academy, Plutus Academy, Sai Trading, IAS Setu, Civils Daily IAS, Career Power, 99 Notes and Vidya Guru.

Delhi Mayor Shelly Oberoi has ordered a probe into the incident.
