Commission directs govt to conduct survey on coaching centres running violating norms

Taking suo motu cognisance of three IAS aspirants in the basement of a coaching centre in Old Rajinder Nagar, the National Human Rights Commission issued notices to the Delhi government, Delhi Municipal Corporation and Delhi police on Tuesday. The Commission sought a report on action taken by authorities and directed the chief secretary to submit a report on action taken against coaching centres functioning violating government norms.

“The National Human Rights Commission (NHRC), India has taken suo motu cognizance of media reports that three students drowned to death in the flooded basement library of a prominent civil services coaching centre in Delhi on 27th July, 2024. The News report indicated that many complaints regarding water logging were made to the authorities, but no action was taken,” the Commission said in a statement.

Citing media reports, the Commission said reports indicate negligence on the part of the authorities concerned. “It has been noted that a few days back reportedly in another incident of authorities’ negligence a civil services aspirant died due to electrocution while crossing a waterlogged street of which it had taken suo motu cognizance. Therefore, the Government of NCT of Delhi, Municipal Corporation as well as the law enforcement agencies cannot escape their liability. Accordingly, notices have been issued to the Chief Secretary, Government of NCT of Delhi, the Commissioner of Police and the Commissioner, Municipal Corporation to submit a detailed report in the matter within two weeks,” it said.

The Commission also directed the chief secretary to conduct a thorough survey to know exact number of institutes and coaching centres running in violation of the prescribed norms across Delhi. The commission also asked authorities to provide details regarding action taken against public servants who failed to do their lawful duty.

Three students died after the basement of an IAS coaching centre in Delhi's Old Rajindra Nagar got flooded on Saturday evening. The bodies of the students were retrieved from the site during the rescue operation. The bodies of two female students were retrieved from the site initially by the NDRF, local police and fire department. A third body was recovered later. Police said the deceased were from Kerala, Telangana and Uttar Pradesh.

The deceased were identified as Shreya Yadav, a native of Ambedkar Nagar district of UP, Tanya Soni, whose permanent address is in Telangana and Nivin Dalwin, a resident of Kerala's Ernakulam.
