Film producer to spot boy, Uttarakhand prepares film resource directory to boost industry in state

The Uttarakhand Film Vikas Parishad is creating a film resource directory that will list talented individuals and institutions associated with film production in the state on a single platform.

Various talents – film producers, directors, actors, actresses, musicians, choreographers, lyricists, writers, camerapersons, photographers, technicians, spot boys, film production houses, studio owners and line producers, will be able to list themselves on this directory through a publicly available Google form till October 31, 2024.

This is an extension of the state’s film policy released earlier this year to both generate employment and promote tourism in the state. The policy also offers grants to films made in local languages and dialects. It puts into place a single window system for all clearances regarding the making of films in the state. One of the important aims of the policy is to set up cinema halls, multiplexes and mobile cinema halls in hard-to-access, hilly terrains. Another important step is to develop a curriculum for cinematic studies for a new institute and also for existing universities and institutes of higher education in the state. 

The directory will be a unified resource for those who want to make films/content in the state. 

The film policy offers a grant of 30 per cent or Rs 3 crore (whichever is lesser) of the film/content production cost, to such films which are shot 75 pc in the state. Films that are shot in hitherto unexplored locations will be eligible for a five per cent additional grant. An additional five per cent can be availed by using the real names of locations used for filming. Also, if one or more of the five actors cast in a movie shot in Hindi or any of the languages listed in the Eight Schedule of the Constitution of India, Rs 10 lakh of their remuneration shall be provided by the state’s film development council. 

In addition, if film crews stay in state-run hotels/guest houses they will be eligible for a 50 per cent discount. Students who gain admission to prestigious film institutes (like the one in Pune) will get scholarships ranging from 50 to 75 per cent. 

The state has also instituted the Uttarakhand Film Award and is scouting for a brand ambassador for its film policy.
