The commission will investigate whether the incident was a spontaneous event or part of a planned criminal conspiracy. It will also investigate the preparedness of district administration in maintaining the law and order in the area. The commission will analyse the reasons behind the violence and will also make recommendations to prevent such incidents in the future.

At least four persons died and over 20 persons including police personnel suffered injuries in Sambhal when a survey team visited the Shahi Jama Masjid for the second time on November 24. Protesters pelted stones and police used tear gas to disperse the crowd.
The survey was conducted at the Mughal-era mosque after a petition was moved in the local court claiming it was constructed by demolishing a temple. The Supreme Court recently restrained the trial court from proceeding further on the matter till January 8. It directed the Masjid committee to approach the High Court against the Magistrate Court’s orders. The apex court will next hear the matter after January 6.
