J&K: CM Omar Abdullah bans reemployment, extension of government employees

Jammu and Kashmir Chief Minister Omar Abdullah has barred the reemployment and extension of government employees. The decision aims to ensure equal opportunities for career advancement among employees and improve efficiency in the administration.

The practice of reemploying retired officials often hampers the growth of deserving officers and leads to resentment and stagnation within departments. 

“Everyone deserves the opportunity to grow,” Abdullah told a meeting and directed the General Administration Department (GAD) to implement the ban strictly. 

Exceptions to the rule will only be allowed in extraordinary circumstances, which must be justified and approved at the highest levels.

The Chief Minister has directed a comprehensive review of attachments of employees in all departments, especially, the Health & Medical Education and Education Departments. 

These departments have reportedly witnessed violations of transfer and attachment norms, affecting their efficiency. 

During the meeting, discussions also focused on promotions, cadre management and addressing stagnation among Jammu and Kashmir Administrative Service (JKAS) officers. 

Abdullah directed the GAD to propose solutions for timely promotions and career progression.

Reemployment, extensions, and additional charges have long been blamed for bottlenecks in governance and undermining opportunities for younger officers.

By imposing the ban, the government aims to pave the way for efficiency in administration. 

The move envisions a merit-based system that prioritises fresh talent and accountability. 

It aligns with initiatives to digitise administrative processes, including platforms like Smart Performance Appraisal Report Recording Online Window(SPARROW) and Jammu and Kashmir Human Resource Management System( JKHRMS)

The decision to prohibit reemployment has been widely welcomed by administrative circles, as it is expected to provide a level playing field and rejuvenate the workforce in the union territory. 

With these measures, Abdullah’s government is signalling its intent to prioritise fairness, efficiency and merit in the J&K administration.
