The Prime Minister’s Special Scholarship Scheme (PMSSS), launched by late Prime Minister Manmohan Singh in 2011 significantly reshaped the educational opportunities for students in conflict-ridden Jammu and Kashmir (J&K) and Ladakh.
This initiative aimed to uplift youth by expanding access to quality education and fostering economic empowerment has proved a game changer for thousands of students from Kashmir.
In light of Singh’s recent passing at the age of 92, the Jammu and Kashmir Students Association commemorated his dedication to youth-oriented policies. They underscored the lasting influence of the PMSSS, highlighting its role in fulfilling Singh’s vision for advancing the prospects of students from the region.
The PMSSS was conceptualised to address educational disparities in J&K and Ladakh, providing financial support to 5,000 deserving students annually. The scheme facilitates higher education in top-tier private and government institutions across India by covering tuition fees, accommodation, and other essential costs, thus easing financial hardships for economically disadvantaged families.
"Dr Singh's vision extended beyond monetary assistance; he saw the scholarship as a means to empower J&K's youth through education and skill development," stated Nasir Khuehami, spokesperson for the J&K Students Association.
Since its initiation, the PMSSS has positively impacted over 50,000 students, enabling them to pursue studies in diverse fields such as engineering, medicine, humanities, and social sciences. The scheme has dismantled economic and geographic barriers, fostering the growth of a new generation of professionals contributing to national progress.
Khuehami noted the critical role the scheme plays in providing opportunities for students from marginalised communities. "Dr Singh’s efforts have opened doors for countless students, allowing them to achieve academic excellence and professional success," he remarked.
The PMSSS not only promotes education but also encourages greater interaction between J&K students and peers from other parts of India, fostering mutual respect.
Khuehami highlighted Singh’s broader contributions, referencing the Himayat Scheme—a skill development and employment program designed to benefit over one lakh youth from economically weaker sections. With an allocation exceeding ₹300 crores, the initiative significantly boosted youth employability across the region.
The J&K Students Association described Singh as a leader of exceptional vision and compassion, whose policies left an indelible mark on the region's educational landscape.
"Dr Manmohan Singh embodied leadership characterised by grace, intellect, and unwavering commitment to the welfare of others. His quiet yet powerful influence shaped countless lives, and his dedication to education and empowerment will be remembered for years to come," the association expressed.
As the country honours Singh’s memory, his enduring legacy lives on through the lives of students whose futures have been transformed by the PMSSS. His far-reaching vision continues to inspire new generations, fostering hope and progress for the youth of J&K and beyond.
