Uttarakhand holds mock drill for UCC portal ahead of official roll out

The mock drill identified technical bottlenecks and operational challenges associated with the rollout of the portal

The Uttarakhand Government’s Information Technology Development Agency (ITDA) conducted a mock drill for the Uttarakhand Uniform Civil Code (UCC) Portal, ahead of its official rollout.

During the exercise, more than 3,500 citizens (dummy entries) were registered on the portal, and action was taken on around 200 dummy applications by sub-registrars and registrars. Additionally, 7,728 officer IDs were successfully created. At the time of the filing of this report, the portal was not available online- ostensibly to iron out glitches.

Among the technical issues identified within the citizen module, there were errors with the Aadhaar-enabled registration process. Additionally, mapping errors between registrar and sub-registrar user accounts were noted in certain areas.

The ITDA has initiated a process of addressing them while also implementing further measures to ensure a timely resolution.

This mock drill also enabled further streamlining of the portal’s workflow, ensuring that all processes—from user registration to final approvals—are optimised for efficiency. By evaluating performance and identifying bottlenecks, a spokesperson said, ITDA is committed to refining each stage of the process, thereby enhancing both user experience and overall service delivery.

On January 24, another mock drill at the level of the Common Service Centres will also be conducted.

The 92-page rule book of the Uniform Civil Code has the provision of applying for marriage, divorce, inheritance, live-in relationship and dissolution of such relationships online at ucc.gov.in.

There are three levels at which registrations can be made. At the gram panchayat level, it can be done with the gram panchayat development officer serving as the sub-registrar and the Sub Divisional Magistrates serving as the registrar. At nagar palikas (urban bodies), administrative officers and Additional District Magistrates will serve the roles while in bigger urban bodies, it will be tax inspectors and urban commissioners.

Appeals against the decisions of the above will be made to Registrar Generals. Fees for the services are yet to be decided but should range between Rs 50 and Rs 500.
