Revanth Reddy takes lead, Telangana passes resolution against population-based delimitation after Chennai JAC meet

Chief ministers who met in Chennai recently had agreed to pass resolutions against delimitation in their respective states. BRS leader K.T. Rama Rao had also attended the meeting

The Telangana Assembly adopted a resolution against the delimitation exercise to determine Parliament seats on Thursday, urging the Centre to conduct the exercise transparently and not to make population the sole yardstick for the exercise. Telangana becomes the first state to pass such a resolution as discussed during the opposition’s Joint Action Committee meeting for fair delimitation at Chennai recently.

In the resolution moved by Chief Minister A. Revanth Reddy in the Telangana Assembly, the state urged the Centre must not penalise states that effectively implemented population control measures. In the resolution, it said, “This house expresses its deep concern on the manner in which the impending delimitation exercise is being planned, without any transparent consultations with the stakeholders. The house urges that any delimitation exercise should be carried out transparently and after extensive consultations with all state governments, all political parties and all stakeholders.”

The government said population should not be the sole yardstick for the delimitation exercise as it would adversely affect the representation of southern states in the assembly. “The states which have effectively implemented the population control programme pushed by the Centre, and consequently whose population share has come down, should not be penalized and hence, the population should not be the sole yardstick for delimitation,” it said.

Moving the resolution, Reddy said the representation of southern states in Lok Sabha seats may fall from 24 per cent to 19 per cent if delimitation is carried out on a population basis.

The resolution urged the Centre to duly augment the SC, ST seats as per the latest population and provide reservation for women. “The house resolves that in order to strengthen the representative democracy, the number of seats in the state assembly should be immediately increased from 119 to 153 pursuant to the A.P. Reorganization Act, 2014 and as per the latest census. This House urges the Union Government to introduce necessary Constitutional amendments for this purpose,” the state demanded. Speaker Gaddam Prasad Kumar announced that the resolution was adopted.

Recently, chief ministers of southern states and opposition-governed states met in Chennai and demanded fair delimitation. The Joint Action Committee for fair delimitation, organised by Tamil Nadu Chief Minister M.K. Stalin, urged the Centre to freeze the delimitation exercise for 25 years. The leaders also agreed to pass resolutions in their respective states against the delimitation exercise.
